Conversations host Harry Kreisler welcomes Edward N. Luttwak for a conversation on his new book, The Grand Strategy of the Byzantine Empire." Luttwak discusses the logic of strategy; the distinctive features of Byzantine strategy with its balance of diplomacy, intelligence, and military power; the institutional and ideological foundations that account for the eight hundred year survival of Byzantium, and the implications of this record for other great powers with diminished resources confronting many adversaries. The conversation concludes with a comparison of Rome, Byzantium, and the United States.

Comentário: Uma visão muito interessante sobre o que é estratégia… e também como os norte-americanos parecem não saber muito bem o que estão fazendo. É interessante ver como isso fico bem próximo ao que Mearsheimer coloca em termos de atuação em locais distantes, no chamado "pass the buck". No sentido de passar a bola, a responsabilidade, para os outros… Foi o que os EUA fizeram com o Brasil no Haiti no passado.

Em relação ao Brasil, acho que temos um bom potencial de utilizar a forma estratégica que o Luttwak propõe. Acabei gostando muito do que ele disse e comprei um dos livros dele, o "strategy". Não vai ser útil diretamente para o concurso, mas como é bem enxuto (200- páginas) é possível ler rapidamente.

A Representante Permanente do Brasil junto às Nações Unidas, Embaixadora Maria Luiza Ribeiro Viotti, discursou em sessão do Conselho de Segurança cujo tema girou em torno do "briefing" concedido pelo presidente em exercício da Organização de Segurança e Cooperação na Europa (OSCE), o Secretário de Estado e Ministro dos Negócios Estrangeiros do Cazaquistão, Kanat Saudabaye.

"Mr. President,

We are honoured to welcome in the Council today the Secretary of State and Minister of Foreign Affairs of Kazakhstan and Chairman-in-Office of the OSCE, H. E. Mr. Kanat Saudabayev. I thank him for his presentation and I salute Kazakhstan for assuming the Chairmanship of such important organization.

As early as last month, in its first Presidential Statement of 2010, the Security Council reiterated the importance of cooperation between the United Nations and regional and sub-regional organizations. The collaboration between the UN and OSCE is a concrete example of a partnership that has helped to strengthen international peace and security.

We commend the work carried out by the OSCE, particularly its activities in promoting political dialogue and strengthening national capacities in South-Eastern Europe, Eastern Europe, the Caucasus and Central Asia.

We also note the OSCE efforts in enhancing the capacity of Afghanistan to manage its borders with its Central Asian neighbours. We appreciate and encourage the close coordination of OSCE with UNAMA.

We also acknowledge the role played by the OSCE Conflict Prevention Center in early warning, conflict prevention, crisis management and post-conflict rehabilitation. It is critical that the cooperation between the UN and organizations such as OSCE extend to all phases of a conflict.

We welcome the priorities outlined by Kazakhstan for its OSCE Chairmanship. We note, in particular, the importance attached to a balanced approach to all OSCE baskets -- political and military, economic, environmental, and human -- with a view to addressing not only the symptoms, but also the causes of security-related problems.

We look forward to the continued cooperation between the United Nations and the OSCE in the maintenance of international peace and security.

We wish Kazakhstan a very successful Chairmanship.

O etanol brasileiro foi reconhecido como "biocombustível avançado" pela Agência de Proteção Ambiental dos EUA (“Environmental Protection Agency” – EPA). A constatação foi a de que o combustível brasileiro reduz em 61% a emissão de gases causadores do efeito estufa quando comparado à gasolina. Essa classificação é dada aos combustíveis que têm nível de redução de pelo menos 50%.

As metas do Congresso dos EUA estabelecem a elevação progressiva do uso de biocombustíveis avançados, devendo chegar a 80 dos 136 bilhões que serão consumidos no ano de 2022.

De acordo com o Itamaraty, o resultado positivo adveio do trabalho do governo, comunidade científica e do setor privado brasileiro, desde o início dos debates sobre a legislação que regula o tema, em 2007.

Em paralelo, a estreita cooperação mantida pelo Brasil e pelos EUA, nos quase três anos de existência do Memorando de Entendimento sobre Biocombustíveis, tem gerado resultados significativos no sentido da formação de um mercado internacional para o etanol e o biodiesel, objetivo compartilhado pelos dois maiores produtores e consumidores de biocombustíveis do mundo.
